The Karnataka High Court recently put a ban on people carrying pillion riders on two-wheelers which have a displacement of up to 100 cc after it was deemed dangerous for pillion riders. But a recent report suggests that the state government might just re-consider putting the ban into practice. The report says that nearly 25 per cent of the people riding two-wheelers up to 100 cc are women. The Section 143 (3) of the Karnataka Motor Vehicles Rules, 1989 states that 'No pillion seat shall be attached to a motorcycle with less than 100 cc engine.' Transport Department authorities say that they have proposed to drop the displacement mark from 100 cc to 50 cc, way back in 1996, but no action has been taken yet.

The proper authorities will again send a proposal to the state government and ask them to relax the rules, to put a ban on pillion riders on tw-wheelers up to 50 cc instead of 100 cc. Moreover, the transport commissioner B Dayananda has said that many agencies have certified that the new bikes which have a displacement of 100 cc are designed to carry pillion riders and therefore, the Karnata Government too will assess the same and the rules followed by other state governments and draft the proposal to address the change in the Karnataka Motor Vehicle Rules.
Till the time the ban in force, new 100 cc motorcycle owners will not be able to ride with a pillion rider. The people who already have a 100 cc motorcycle will not be affected by the ban.
